I opened a protocol PR: scale DHF payouts when HBD printing is suppressed
I opened a small protocol-level PR for Hive.

The idea is simple:
If Hive’s own protocol is already suppressing HBD printing because of debt stress, then DHF proposal payouts should not continue at full speed. The suppression should apply for everyone.
Hive already has a consensus field called hbd_print_rate. When the chain gets closer to HBD debt stress, this field suppresses HBD printing. My PR applies that same signal to DHF proposal payouts.
If hbd_print_rate is 100%, DHF proposal payouts behave normally.
If hbd_print_rate is 50%, DHF proposal payouts are 50%.
If hbd_print_rate is 0%, DHF proposal payouts are 0%.
Unpaid HBD stays in the treasury.
Why I opened this PR
It does not fix Hive. It does not pretend to fix Hive. It does not redesign governance. It does not punish named accounts. It does not touch user balances. It does not claw back money. It does not freeze anyone's wallet.
It only says that discretionary DHF outflows should be tied to the same HBD stress signal the protocol already uses elsewhere to everyone else.
If HBD printing is being suppressed, DHF proposal payouts should be suppressed too.
We can not have first class and second class citizens
First, having two tokens minted separately add a vulnerability in the DPoS. Technically whoever has the most stake is incentivized to maintain the value of the stake. This is the basis of trust in and PoS chain and should be the same on a DPoS chain.
Because Hive has HBD those incentives are warped. Someone with a large enough stake on the governance token may not care for the value of the governance token because they can still have financial gains on the other token.
The DHF introduces first and second class citizens. The first class citizens have contacts and large enough power to mint their own stablecoin. The second class citizens do not.
That is deeply unfair. If the stablecoin emission is halted for the second class citizens it should be halted or scaled similarly for the first class citizens.
This effectively reduces, but does not mitigate, the flaw in our dual currency economy. Now users with a large stake in the governance token do not have a back door to print a stablecoin while everyone else has their stablecoin yields halted.
This is not “cut everything forever”
This PR does not abolish the DHF. It simply makes the DHF beneficiaries adhere to the rules everyone else adheres to.
Why use hbd_print_rate?
Because it already exists.
When Hive says HBD printing should be suppressed, with this change DHF proposal payouts are suppressed by the same factor.
What this PR does not have
I am not a protocol developer. This PR is missing tests.
I aimed for the smallest code change possible to make the intent clear. The code change is small, direct and simple, but it misses testing.
Testing is valuable and probably the most difficult and important part of Hive core development. I myself do not have the computing resources to test it on a local devnet and apply it under stress and I am not a C++ dev, I could use AI to write tests but the code diff would be huge and the tests would possibly be flawed and/or redundant.
Still with tests written I would not have the resources to run and actually test because the software is heavy and running multiple machines and testing the consensus is computationally expensive.
Why this matters even if it is rejected
This is a PR, a PR is a code proposal, if it is rejected I expect at least an explanation. I am posting about it to gauge public opinion and raise awareness.
They should explain why discretionary DHF proposal payouts deserve to continue normally while the protocol is suppressing HBD printing. Why we should have two different class of citizens and why one of them deserves printing rights.
They should explain why the burden of debt stress should fall on holders, buyers and HBD users, but not on proposal receivers.
They should explain why the chain can be close to the haircut and still treat treasury outflows like public financing as usual, like a tax on the buyers distributing to the receivers.
That is already a useful discussion.
My position
Hive already has an HBD stress signal.
I am asking whether DHF payouts should obey it.
If the answer is no, then say no publicly and explain why.
If the answer is yes, then review the PR and contribute to it, since I know it lacks testing.
But do not pretend there is no protocol-level action possible.

Just to confirm, how does hbd_print_rate work?
Is it:
100% if Debt is below 20%
50% if Debt is above 20%
0% if Debt is above 30%

HBD print rate = 100% * (10 - debt ratio)
At 10% the print rate is zero based on that formula

I have to applaud your passion as of late, Igor. I mean, I know you've been around for a while, and I doubt it's anything new per se, but the decibels have certainly increased.
I think your idea is more than reasonable. It seems somewhat logical, even organic, if such a word can be used. That said, I know precisely the pushback you will receive, but I don't think it's the best defense for the current status quo.
More than a year ago, Matt and I were having a little brainstorming session of precisely this nature. We discussed the disconnection, if you will, between the chain's market cap and its outflows, and how dangerous that can be for our economic health. A lot of ideas came up. Among them was the ability to downvote proposals directly (not just the return proposal), which I still support. We also floated the notion of payouts being made in Hive instead of HBD.
I brought this up to Blocktrades as well. It was either on Hive Thrive or during a core dev meeting, and I was told why "it's not a good idea." BitShares was cited as the experiment that proved a stable token was necessary for the developer honey trap to work. I granted the point, and I still understand what they mean by it, but I also think there's a limit to how far that argument can be stretched.
Warren Buffett once shared his formula for making sure the American economy never sees red again. He simply said that if GDP wasn't doing well, then all senators should become unelectable. He laughed, but I have no doubt it would work.
Your idea is built on similar principles. If we've wrecked the economy of the chain, then it only makes sense that we shouldn't be able to continue doing so at a protocol level. Under such conditions, the funding of any initiative would become ineligible.
A real test is being put forth, and not only by you. The community has shifted its views and no longer blindly accepts the message of, "Don't worry, it's just the market. Things will turn around."
If the large stakeholders oppose this idea, and others like it, it's not unreasonable to ask for a response. After all, it's not as though your intentions, or my intentions, are malicious.

Very reasonable, also reducing the debt rate from 30% back to 10% or even 5% would make the dual token economy more robust. Hbd_print_rate should also halt HBD savings interest payouts.
I totally agree. I think it is not fit for this PR because the goal here is to fix what I consider a consensus-level backdoor, where holders of the governance token can print a stablecoin while their stake devalue.
The HBD savings interest payout is a dissonance that should be fixed but that is not in the realm of a backdoor because everyone has the same savings, it is incoherent, but not a governance backdoor.

Mais do que reduzir o DHF é corrigir um backdoor na governança da Hive que permitia holders do token de governança imprimirem stablecoins.
Em um protocolo PoS ou DPoS a governança é incentivada a querer valorizar seu stake, se eles tomam más decisões o stake desvaloria. Porém se os holders do stake podem imprimir uma stablecoin isso é um backdoor pois permite eles ganharem algo independente do stake, sendo efetivamente um backdoor, uma falha de governança.
Caramba, parece ser pior do que imaginava ser, espero que realmente esse possa ser o primeiro passo de uma grane mudança

I never cease to be amazed by the number of people that think protocols should be changed the moment they don't personally like the results.
The existing stake-based voting system is the core design principle of Hive. It perfectly allows for a complete cessation of all DHF spending: voters just need to stop voting for proposals.
But apparently the will of the voters isn't enough. Instead, we should add new rules that overrule the previous rules because someone isn't happy with the spend level.
I understand your concern, but the consequence of this would be the largest holders are disenfranchised of the rights they paid for because you don't like the existing rules any more.
Note, the existing rules do allow you to have more say: buy more Hive and you can vote up the return proposal. This isn't about 1st and 2nd class citizens: it's a stake-weight system "by design". Anyone can buy more stake if they want more influence (or sell it if they want less).
Note: I'm not even that much in favor of stake-weighted systems in general, although its pretty easy to understand why Hive has one (prevention of sybil attacks being one of the reasons). My primary other project is in fact completely reverse in design: equal weighted voting per person. But changing the rules of an existing system is completely different from designing a new one.
I am not unilaterally asking for anything. I made a proposal and put out publicly. Yes, people will want change when they disagree, that is the nature of governance. Whether it takes place or not is another story but yes people will want change.
But I still think the current rule exposes a flaw. This is not only about whether DHF spending should continue. This is about whether the DHF becomes a governance backdoor around
hbd_print_rate.HP taking 13 weeks to fully unstake exists as a protection around governance power. Stake is not supposed to be able to instantly enter, capture influence, extract value, and leave.
The DHF has no such protections.
If
hbd_print_rateis reduced or goes to zero, normal HBD printing is suppressed for a reason but DHF proposals receivers can still receive full HBD from the treasury if enough stake supports them. To me, that looks like a consensus-level backdoor: stake can still open a path to HBD issuance/distribution while the protocol is suppressing HBD elsewhere.That will scare outsiders. It certainly scares me.

As far as I know, you are some kind of programmer, but you don't even seem to understand what a backdoor in software is. Here's the definition: Definitions: An undocumented way of gaining access to computer system.
The DHF was designed to function exactly as it does. It's been front and center that it functions this way from day one. You're making an argument that it should scale based on market size, but the fact that it doesn't doesn't make it some kind of backdoor.
There are of course limits on how much can be spent on the DHF. Per day, it's limited to 1/100 of the total accumulated supply in the DHF. And that accumulated supply can be "burnt" if stakeholders agree to it. And the rate at which funds accumulate are in fact tied to marketshare.
Beyond all the above, this is a stake-weighted voting system at its base. Any code-feasible protocol change could be enacted by stake-weighted voting. The DHF works on the same rules, the only difference is it doesn't require a hardfork to enact the change.

No one said it is a backdoor in software. It is a backdoor in governance baked into the governance.
Dismissing it as "not a backdoor" (let us call something else if you have a better name) because it is not a software exploit per se or because it is baked into the software is a disengagement I did not expect. The wording doesn't change the meaning but if you have a better word I can rephrase that.
Backdoors are everywhere, in laws that allow presidents to take and maintain power, in companies that can sue you if you use their product wrong, those are all backdoors in my view but we can use another word if you have it. Point is, it is still a backdoor (word subject to changing) even if everyone agrees, even if it is intentional and known, and even if no code exploit is needed.
Other than that we may agree to disagree that it is a flaw or not, if its important or if a fix should exist or not. Despite the disengagement due to the word I think I understand your position about the belief in the stake and the consensus.

Right, to be clear: it doesn't fit any definition of backdoor I've ever heard and its to me it was used as a misplaced pejorative.
In your restatement, it sounds like you're saying that it is a special power reserved to the powerful (here powerful being the largest stakeholders).
But IMO the argument basically just collapses to "stakeholder weighted voting" is wrong, because as I pointed out already, much more powerful actions can be taken by stake-weighted voting than disbursement of the funds in the DHF, so it's hard to see how the DHF is some special case outside that reasoning.
There's certainly arguments for the idea that stake-weighted voting is wrong. But it is the core consensus idea behind Hive, so changing it now for Hive is the wrong idea, IMO.
Now perhaps it could be argued that many people have joined Hive without being aware of the stake weighted voting (e.g. people who posted articles and got rewards without actually buying any Hive) and thus stake-weighted voting is some secret power alloted to the wealthy. But given that the root of all such awarded value comes from stake-weighted voters, I think it is a bridge too far.
So if we've gotten beyond the pressurizing semantics, lets get to brass tacks: you're proposing a change in protocol and it would need to be implemented by someone and then voted in by stakeholders.
Instead of arguing for a protocol change, I think it makes more sense to campaign to voters to stop voting for more proposals if you think too much is being spent.
Based on current voting by stakeholders to fund some proposals still (not a lot, I might add), it seems unreasonable to expect that the majority of stakeweighting will be in favor of the protocol change, as they could easily cut spending by simply voting to cut spending without any code change at all, as I pointed out earlier.
But it's not impossible: maybe stakeholders vote on things they really don't want to, just to virtue signal, and thus would be happy to have a mechanism that forcibly prevents them from spending regardless. On a personal note, I don't fall in this category.

I almost agreed with you, but I think you are mixing different layers.
It does not collapse to "stake weighted voting is wrong"
No. If you want to collapse it to weighted voting, then it collapses to this: threshold based stake weighted treasury access creates two practical classes of users.
Everyone has stake weighted voting, not everyone can pass the DHF funding threshold. A small user can vote, comment, buy, post, and support the return proposal. A few large holders can lift proposals above that wall or drop them below that wall.
This is stake weighted control over liquid treasury payouts. Funding becomes a right reserved to either a small set of very large stakeholders or to a hardforking level of coordination among smaller stakeholders.
Whether the return proposal threshold should exist is another discussion because maybe the threshold has value and it exists for a reason. I am not trying to settle that here.
Why DHF is a special case
Because DHF turns governance influence into recurring liquid payouts.
Stake weighted voting is one thing. Stake weighted voting that approves liquid treasury payments above a threshold is another. Stake weighted threshold setting is yet another.
During normal conditions maybe all that is acceptable. During HBD stress when
hbd_print_rateis suppressed I think the treasury path should also obey the same stress signal."Campaign to voters" is technically true, but practically weak
That is already what I am doing.
Without support from a few very large holders approving a proposal requires enormous coordination. Your own vote can make or break major proposals and change the threshold. For ordinary users to match that, they need hardforking levels of social coordination.
So yes, "campaign to voters" is technically true. But in practice, the threshold and passing it is controlled by concentrated stake.
The proposal vote is only a signal
Because this is a protocol level change the core is not DHF proposal votes. The real question is whether witnesses, stakeholders, and the community think this rule should be part of a hardfork.
The proposal is useful as a signal and is useful for consensus IF powerful parties are willing to concede. It helps gauge whether the community wants this code idea discussed seriously. It also helps show witnesses how much support or rejection there is.
But to gauge it honestly you must look beyond the weighted votes. How many people are supporting? Are they reputable and active users? Are they community leaders? Are they witnesses at any rank?
If you do not look at that you are hiding behind the mask of weighted voting.
I do not want dissidence. I do not want to split the chain. But protocol changes are ultimately about code and witness signaling, not DHF proposal votes. In theory, a hardfork does not require the DHF threshold. It requires enough witnesses and enough community consensus around the code.
I would much rather gauge consensus than escalate anything, that is precisely why the proposal. That is why I opened the PR publicly, made the proposal, and am arguing the idea in the open.
But that requires reasonability to look beyond the weighted voting system because the weighted voting distorts is the wrong metric for hardfork changes like this.
Think about it. For illustrative purposes using numbers taken out of my ass:
If one holder with 100M HP approves while all the community rejects this should it be a change? Of course not.
If everyone approves it, gets 60M HP and a single vote puts the return proposal at 100M HP, should this change be rejected? No.
Do you know why? Of course you do, that is how Hive was born. You do not need the majority of the stake to reach consensus.
So please, look at the proposal beyond the stake weighted votes. Please browser the community and hear what people are worried about. Please address the worries and please look at Hive users and communities without the shield of stake weighted votes.
Brass tacks
My proposal is not "stake weighted voting is wrong".
hbd_print_ratealready exists and if it suppresses HBD elsewhere then treasury outflows should obey the same signal.To be clear. No relation to stake weighted voting. No relation to the return proposal. Those are absolutely worthy and related discussions, but they are other subjects.
And because this is a hardfork level idea, the signal is not only the weighted proposal vote. The real signal is also who supports it, which witnesses comment, which communities care, and whether users think this is a legitimate and change that should be applied. Lots of people commented and posted supporting, very few commented and posted opposing it and I appreciate your opposition because if more people agree with your opposition they should voice it since the DHF does not have downvoting.
Even when the protocol suppresses HBD under stress, above threshold stake approved DHF payouts should continue normally. That is the inconsistency I am asking Hive to fix.
As I explained elsewhere, if we adopted the same signal of hbd_print_rate as you suggest, it would be to change payments from HBD to Hive of equivalent value. That's what the hbd_print_rate does: it doesn't reduce payments for posts, it just changes the form of the payment. IMO that serves no useful function as it doesn't cut costs at all.
You're not actually proposing adopting the same signal: you're proposing an entirely new and different thing and trying to link it to an existing functionality to justify it.
I don't agree with your reasoning as to two classes of users, but I see no way we're going to come to an agreement on that issue, so lets just agree to disagree on that point. This sort of complaint will always exist in any stake-weighted system and the underlying reason for discontent in stake-weighted systems should be obvious to most people nowadays in a world where stake-weighting taken to an extreme may end up destroying the world.
On the "related" issue of consensus, sure consensus matters, and of course it is not one person versus everyone else when it comes to what sets value. But, practically speaking, it is the people who are willing to hold and/or buy the coin at any given price, versus those who just sell it that assigns a consensus value to any coin. It's not strictly a numbers game where you count the voters, the mechanism is more complex.
My bottom line is this: I don't think the proposed change will have any significant impact on the price of the coin. It might make a few people feel better, but will it cause them to drive up the price of the coin? I very much doubt it.
And if the concern is the amount of money being spent by the DHF, we can already see this is rapidly dwindling. Of the few proposals that are still funded, most are near renewal periods, and in the current environment it seems less than likely that most will be able to get funded again. So the whole proposal is chasing a goal that already appears to be naturally resolving (for better or worse, which remains to be seen), IMO.
Not backdoors, many of those examples are considered or defined as loopholes

I would like to ask you two questions:
When the system asks you to update your witness votes every year (if you have been inactive), does it also do that for DHF votes?
If not, wouldn't it make sense to apply this measure there as well? There are very long-term proposals, and many accounts could become inactive without being aware of the risks regarding the HBD rate, yet their votes would still count toward those proposals.
The other question is whether you read the proposal for changing Hive's name, given the research indicating that our current name has been the strongest barrier to onboarding, and what are your thoughts on it?
Yes, it's a common expiration for all governance-related actions (witness votes, proxies, proposal votes).
I'm not really convinced that changing the name of Hive would affect anything right now. I think the main issues are a general downturn in crypto (money flowing out of crypto into AI) and Hive's specific issue is more tied to easy onboarding of new users (in particular, we need to make it easy to do simple social-based login for new users).
I did read the analysis about finding Hive being a problem, but I think if onboarding were easier, there would be less problem as you could just onboard people "on-the-spot".
There could be something to changing the name to make it easier to find, but I think this could be a pretty expensive change to make now.
What do you think should be done to make onboarding easier? Are there works being done on it currently?
The most useful thing I can think of is to add support for "lite accounts" along with associated functionality for "social account" login (e.g. google and facebook style login). More details on the idea are here: https://gitlab.syncad.com/hive/haf/-/issues/214
This would allow for new users to join using their existing social accounts and create a small number of posts. Later if they start to earn funds, they can create keys to guard those funds and potentially convert their lite account to a full Hive account. This would eliminate the initial friction for people who just want to join the community but don't want to deal with the crypto compelexities at the start.
We started working on this a while ago, but got sidetracked by other issues and we recently just returned to it. It along with improvements to wax (library for Hive apps) and workerbee (another library for building Hive apps that builds on top of wax) are our main focus at the moment.
Yes, love the idea. I always wondered why we didn't have any social login yet. I've tried to onboard atleast 7 people by now on HIVE, and they either give up at initial phases or after few days because of the learning curve.

Well adjusting rules is not bad and try to become more efficent. DAO itself is a cool thing but should less work in the manner of "building stuff nobody wants".
Risk capital should be rewarding and for this it needs to spread pain if it fails. Best case it doesnt come from a "government" like structure and from private pockets.
So it needs some " plan" to execute. I know you are the backbone of hive and i respect this a lot. But to get more "backbones" and make the chain stronger, i think some things have to change and rotate more to a funding based app finance with a token as exchange. Risk gives rewards, VC hating doesnt move anything.

You keep saying stakeholders can stop DHF spending. As one of the largest stakeholders, would you personally support reducing or suspending DHF payouts when hbd_print_rate approaches zero? If not, then the issue isn't that stakeholders can stop it. The issue is that the dominant stakeholders don't want to.
Or better yet, don't answer that, instead let's just cut straight into the meat and potatoes.
Let us assume HBD debt stress becomes severe enough that hbd_print_rate reaches 0%.
At that point the protocol has determined that normal HBD creation should be suppressed.

The author of this article has confused the entire purpose of the hbd_print_rate and essentially hijacked it, claiming it had a different purpose that somehow got missed for the DHF. If you're interested in the details of what the hbd_print_rate actually does, you can read more about it in @andablackwidow post below.
But to the basic point without the details: the hbd_print_rate doesn't change the amount of rewards that are given for posts. It only changes the currency used. Somehow that's now being conflated as "DHF payments should be cut whenever post payments are paid in Hive instead of HBD". The argument makes no sense, IMO.
So if we wanted to change the behavior of the DHF to match the way it works for posts, the change would be to pay in terms of Hive instead of HBD. I think it has been suggested before. But IMO, this would not have any major impact one way or the other, practically speaking.
I will analyze everything you have given and make a detailed post about it, hopefully within 72 hrs. Thank you for answering. I'm noting everything down. I may have follow up questions later.
Having reviewed the sourcecode, I want to clarify a crossed wire that seems to be running through this discussion.
Igor's PR modifies transfer_payments() — the function that sends HBD from treasury to proposal receivers. It takes the hbd_print_rate signal and applies it to the payout amount itself:
period_pay.amount = period_pay.amount × hbd_print_rate / 100%
It does not touch the inflation funding side at all. Inflation still creates HBD and allocates it to the treasury at whatever rate the existing hbd_print_rate logic dictates. The change is purely on the payout side.
This matters because of how the protocol treats treasury HBD. Since HF24, the code explicitly subtracts treasury HBD from the debt ratio calculation (line 2855 of database.cpp: hbd_supply -= get_treasury().get_hbd_balance()). Treasury HBD is quarantined - it doesn't affect the debt ratio, doesn't create sell pressure and doesn't impact market cap. The payout is the event where inert HBD becomes liquid, sellable and debt-ratio-relevant.
So Igor's position, as I read it, is: the hbd_print_rate already functions as an emergency stress signal — "the HBD situation is abnormal." If that signal is firing, discretionary treasury outflows should not continue at full speed while the rest of the economy is under restriction. It's about ensuring the stress signal applies consistently to all HBD outflow paths, rather than carving out an exemption for the one path controlled by stake.
Without it, there's no mechanism preventing a feedback loop: payouts increase circulating HBD → debt ratio rises → hbd_print_rate suppresses ordinary HBD creation → but DHF payouts continue unabated → more circulating HBD → repeat.
Note: For almost all of my time on Steem/Hive I was under the impression that the DHF fund was part of the market cap that is calculated and visible publicly on sites like CMC - turns out that was wrong - so all my historic DHF voting was on the premise that I was 'unlocking' some pre-existing wealth that was already visible in the market cap for use in development, but in reality I was diluting the market cap.

I don't think there's a crossed wire about the proposal mechanism itself. It was obvious in the original proposal that it was a mechanism to cut DHF spending. It's the justification that was used that made no sense, IMO.
The post suggests that the hbd_print_rate was made to reduce spending, but that a backdoor (or loophole) was left that caused it not to reduce spending for the DHF. But this is strictly not true: the hbd_print_rate does not reduce spending, nor was it intended to do so. It just switches payments for posts from HBD to Hive (the posts continue to receive the same value).
And I completely disagree with the concept of cutting pay in the manner suggested. It cuts across all proposals without differentiating between the different things being funded.
For example, it would equally cut across a single person who was primarily doing the work out of idealism but can afford to take a pay cut, a group of programmers who are paid by such a person (who will not willing take such a pay cut, but will simply find other work), and a proposal like the HBD stabilizer which generally speaking earns money for the DHF
The only way to adjust for this arbitrary cut in pay would then be to create and vote on more proposals to make reasonable adjustments. But this shows the basic uselessness of the proposed change: the same effect of the proposal can be done already simply by unfunding current proposals and voting in ones that pay more or less.
The only time the proposal is uniquely effective is when the rate is dropping down to near zero, at which point it becomes impossible to pay for anything, no matter what stakeholders want to do (short of yet another hardfork to eliminate or workaround it). But hardforks are one of the most costly and risky means of making adjustments and they are also more time-consuming to enact.
That is the circuit breaker you have.

You propose people to buy HIVE and unite to defund proposals, that creates social chaos because it generates disagreements. Having a programatic features to defund makes it predictable and no one has to argue and fight against projects they use and love but know they can't afford.

Not worth going over again why economically it is nonse due to the DHF, which BTW has value, it is just unnafordable in current market conditions in any token it could pay.Side point: I don't think there's any need for people to buy Hive to defund proposals. I just pointed that is the primary mechanism we have now: stakeholders vote, and the more they hold, the more their vote counts. In other words, there is a clear mechanism for anyone who wants to have more influence in votes (this point was made to address your two-class argument).
But right now most of the DHF proposals are already getting defunded. Certainly faster than we could get a hardfork through that programatically prevents spending. The biggest proposal by far still getting funded is the HBD stabilizer, and it would be complete idiocy to programmatically defund that, IMO, since it actually earns money for Hive.
And if it turns out stakeholders then change their mind and decide they do want to spend, they would be stuck waiting for yet another hardfork to be able to spend again.
The whole proposed mechanism is a bad idea, IMO.
Ok, I read through various posts and it seemed like some threads were interpreting the change in a different way and responding in ways that weren't really relevant.
My take is that, regardless of the intended purpose of the hbd_print_rate param, the idea being presented is to reduce spending from the DHF under 'stressful' circumstances for the economy.
So, yes, the intended idea adds a new use to this param (but I appreciate that Igor's words made it sound like something else) - I'm just going by the code. It may be that the proposed mechanism is poor compared to more deeply considered alternatives.
I am somewhat neutral on the proposal because I think the DHF will continue to be largely dysfunctional unless it is replaced/upgraded by a system that is more aligned with the way corporations handle works tasks - tenders and accountability. Everything else is likely going to just be a bandaid on a leaky sieve.

There is also problem of return proposal. Was there even one time when return proposal was not funded? Because I'm under impression that we keep accumulating funds to spend later for years, and that "later" never comes. It is somewhat connected to the third problem that bothers me more than it should - a great portion of development was never funded by DHF, so it is not really serving its purpose.
Now to the main topic.
DHF is not printing HBD. It pays out of HBD it already has on balance. Printing of HBD happens every block when portion of inflation is added to DHF balance. If you wanted for
hbd_print_rateto affect that part, I could agree, but the effects would only be visible years later (or maybe never given the return proposal).There is already mechanism for that - return proposal. If people actually wanted to cut spending from DHF, they'd unvote funded proposals or push up return proposal (or maybe some new "burn" proposal to avoid accumulation of funds).
By voting for proposals, Hive users agree to pay for some work to be done for the sake of whole ecosystem. Recipients of proposals already face challenges - proposals can lose funding every payout schedule (every hour), so they might commit to work only to not be paid later. At the time like currently they also face possibility of having their funds slashed by haircut rule. Your proposal would cut their funds much earlier (at higher HIVE price) and completely. How is that fair?
hbd_print_ratedoes not affect how much funds authors get for their posts - it only changes asset type. All the rewards they earned are just paid in HIVE instead of HBD. You on the other hand want DHF to stop funding proposals completely. By the way there was an idea to pay proposals in HIVE instead of HBD whenhbd_print_rategoes to zero, but the effect would be that recipients would have easier time to sell received HIVE (now they have to first convert HBD to HIVE before selling, since external markets for HBD are nonexistent).It is completely false. HBD does not give any gains over HP. Even the raw APR is comparable (passive HP increases from inflation plus curation that can be fully automated vs interest on HBD), but stake gets you a lot more influence.
As stated before - the purpose of getting funds from DHF is to pay for work. Since you can't pay for groceries/gas/rent/taxes with HBD (hopefully just yet - one can dream :o) ), those funds need to be converted and sold for fiat money. There might be projects that choose to save received HBD, but that means they are spending their own money to fund the work, so it is effectively as if they were buying HBD but without all the intermediate steps.
I have an impression that you are implying the following scenario: people with high stake can make fake proposals, where they don't do any work, but vote themselves for those proposals to get HBD. Only then it could be viewed as some sort of "backdoor". But such scenario is completely unrealistic on Hive. I'd even doubt it is possible on legacy chain, but I have not looked there for a long time.
By the way. Your so called "second class citizens" benefit from HBD "emissions" from DHF through
hbdstabilizerproposal - even if they can't get new HBD from direct conversions nor author rewards, they can buy them on internal market from HIVE they receive instead. Hive runs on pretty much everything, as exemplified by @thebeedevs team on last HiveFest. Sure, running and testing full stack might be challenging, but core development only requires proper unit tests. The hardware is not a problem whatsoever, the challenge is that even if you know exactly what you are doing, unit tests can still lead you to frustrating traps - there is no way around this, everyone wanting to do work in core code has to get through that themselves. AI helps a lot, but not fully :o)
HBD holders or buyers are not affected by
hbd_print_rate. Even authors are not really affected since they still receive the same rewards, just in HIVE. The "debt stress" should not fall on proposal receivers, because for them it is payment for work, not investment. You can see it as stock holders vs subcontractors - the former are affected by debt of the company they hold, but why would the workers be affected?Because it is financing as usual. And DHF recipients are actually more affected by haircut than any other user holding HBD, because by principle investors has to accept that risk and also more likely can hold until situation improves, while DHF recipients have bills to pay from the devalued HBD they receive.
TL;DR: your technical corrections are welcome and I appreciate you, but they barely touch the main issue. My concern is not the exact accounting label or currency of settlement. My concern is the material money flow: stake can approve liquid treasury outflows during a period where the protocol is already suppressing HBD elsewhere because of debt stress. Whether that payout is HBD or HIVE, the governance flaw remains, wheter you want to call it printing or not, it is still releasing funds, and the point is not that the majority can or not prevent it.
DHF is not "printing" at payout, but the economic flow is absolutely the same.
Technically, yes. Practically, this is still the flow I am talking about. If it printed to an abandoned account would it be printing? Yes. Would it be an outward flow? No. In this case it is printing, holding and releasing, it is printing with extra steps.
The DHF is filled by inflation. While HBD sits in the DHF it is not the same as HBD circulating in the market and when it is paid out it becomes spendable HBD.
Call it printing, emission, distribution, treasury release, or payout. The label matters less than the material event which is that protocol created HBD moves from an excluded treasury bucket into accounts that can use it, convert it, sell it, or spend it or hold it liquid, that is printing, goes from untouchable to liquid.
The return proposal is a mechanism, not a refutation
The current rules expose a flaw.

hbd_print_rateis suppressed.The existence of a voting mechanism does not mean every rule behind that mechanism is economically sound. That is a recursive argument, that is religious and self fulfilling.
If it is a flaw, and that is the argument, needing consensus to gatekeep the flaw is yet another flaw.

It would remove the specific privilege of receiving HBD while ordinary HBD emissions are suppressed but it would not remove the deeper governance issue because it would still print liquid assets for holding illiquid governance tokens.
If DHF payouts become HIVE, then large stakeholders can still use locked governance power to approve liquid assets flowing out of the treasury. The asset changes, but the structure remains: frozen stake controls liquid emissions.
In fact, paying in HIVE might make the flaw more visible. HP exists partly because governance power should be aligned with long-term stake. If that same governance power can approve liquid HIVE payouts during stress, then the stake lock is partially bypassed through the treasury.
So yes, paying in HIVE may be less bad than paying full HBD during HBD suppression but it is still not clean. It still lets stake-approved proposals receive liquid assets while the chain is under economic stress and that change makes the flaw even more obvious than HBD because now we are directly using staked governance to print liquid governance tokens.

Asset type is not a small detail. It is the whole point.
If authors receive HIVE instead of HBD, then access to HBD is being suppressed for them. They do not get to choose the stable asset. The protocol changes the asset because debt conditions are dangerous.
Meanwhile, DHF proposal receivers can still receive HBD from the treasury if enough stake supports them.
That is the asymmetry beyond the previous point about the absurdity of stake printing liquid.
And buying HBD on the internal market is not the same thing. A normal user must spend HIVE at market conditions and available liquidity. A proposal receiver gets HBD because stake approved a treasury payout. Those are materially different paths, that is two classes of citizens with two different privileges and here is where your idea of the DHF paying HIVE would lessen the problem but, as I said before, expose an even bigger governance flaw.

You and blocktrades seem to imply that because it is coded it is not a bug but a feature. That is not how identifying and mitigating flaws work.
My concern is that DPoS stake can approve liquid treasury outflows during the same period where the protocol is suppressing HBD elsewhere. It can fund real work, useful work, honest work, infrastructure, events, allies, projects, coalitions, or friends. The work can be real and the mechanism can still be economically dangerous.
All proposals and everyone may be acting right, it is still a flaw that exists.
HBD versus HP is not just about APR
The issue is not only APR comparison.
The issue is liquidity and alignment.
HP is locked governance power. DHF payouts are liquid assets flowing out through governance approval. If large stakeholders can use locked stake to approve liquid HBD or even liquid HIVE while the system is under stress then that weakens the alignment that stake-based governance is supposed to create.
This is DPoS, not pure PoS. Influence does not need to benefit the voter directly to matter. It can support projects, allies, infrastructure, political coalitions, or people the voter believes are useful. That is not automatically abuse, but it is a real incentive surface.
Also it is assymetric in nature as explained before.
This is getting repetitive and I am sorry but has to be made abundantly clear to avoid further misunderstandings.

Yes and that is a whole other discussion beyond the governance flaw.
I do not want to go into it too deep, but I posted about it before. This proposal and PR is mostly, if not wholy, about the governance flaw flaw, not the economics of the DHF.
But going into it. If proposal receivers need to pay bills, rent, servers, taxes and groceries, then DHF payouts are not theoretical. They become real sell pressure or real market demand for liquidity.
That does not make receivers bad. It means DHF spending is a real economic outflow during debt stress.
In a normal company, workers and contractors are not immune to financial distress. If revenue collapses and debt risk rises, budgets get cut. Contractors do not get paid normally forever just because it is payment for work.
Hive is not even a company with external revenue here. The DHF is inflation-funded treasury spending. So the affordability test should be stricter, not weaker.
But that goes beyond the governance flaw. Under current market conditions, the governance flaw and the economic design, which in my view is an economic flaw, converge: No more DHF funding because

So when the haircut hits, the value of Hive that posters receive is not cut by the HBD haircut. It is holders of HBD and receivers of HBD-denominated payments (e.g. DHF recipients) that get hit by it. Why is pointing out a simple truth disrepectful to anyone? It is just a fact.

The rational part
I understand that mechanic. I am not arguing that the HBD haircut cuts HIVE-denominated payments. My point is about who is already hit before the haircut. The haircut directly hits HBD-denominated payments. I am not disputing that fact.
It sounds like mockery to me particularly and directly because I bought HIVE. At the bottom line, I am financing the DHF. HIVE buyers put in outside money while DHF recipients receive treasury HBD convert or sell and that value ultimately comes from people still willing to buy this token while confidence is collapsing.
HIVE buyers and holders are hit before the haircut. We have weekly all time lows. By the time the haircut activates the buyer has already been carrying the damage while DHF receivers have naturally been paid until then and there.
That is why saying DHF recipients are more affected sounds like mockery to me as a buyer, and not just me, there is a reason we are worth the same as Steem. They are not more affected by the whole crisis than the people putting money into the system while it bleeds, they are (argueably) more affected only by the technical mechanic itself.
We are send a very bad message to HIVE buyers with the way we phrase things and hide it behind technicalities.

A new buyer after the haircut may or may not benefit. People who bought before, held through the collapse, those are the ones hit the most.
“Buy more stake if you want to change governance” means asking them to gamble more money into a system already failing to convince the market. That is exactly why almost nobody is buying to change governance at all-time lows, and clearly not enough to sustain the price.
There is little going for HIVE right now except faith, I am still buying because of dumb faith. But you have to sincerely ask youself, not me, why the market values us almost the same as Steem after all these years, all this work, all this DHF spending, all these apps, all this governance. You really need to take time to reflect that. Why are we worth the same as Steem?

The desperately, personal and emotional part
When the haircut hits it is just the consequences of all we have done before have already hit the people who have financed and delayed and to me yes it sounds like mockery because I am buying and I feel like my purchases are seen with contempt. I feel like I am a second or third class citizen. I feel like I do not matter, the people receiving the DHF, paid by me, matter and I do not matter.
I am dumping this on you so you know how I, someone buying HIVE, but possibly others buying HIVE feel. Often times in this thread by how you phrase things I feel disrespected, as if I have no value to the ecosystem. You have value, DHF receivers have value, I as a buyer have no value. Well i think clear rules around HBD would make sense. I think the random yield on it is not smart at all.
A clear rule could be 10y bonds yield + 3%. So its an alternative to it that pays more.
But 12% or 20% is IMO not smart at all. It works like a short contract on hive that doesnt add demand on "closing".

Example 3spk. They got DAO money and the project is dead ( they lost all token airdrop balances, so its 0 and everyone bought the miner token got rugged). Magi is a smart chain for Ants, you cant even trade 100$ without 20% slippage.
DAO without a clear guide is like burn the chain. Front ends depend heavy on Funding, IMO this sets the incentive to never make any revenue.
IDK, but this makes it uninvestable to hold large numbers of hive ( or lets say buy more at this cheap prices).
IMO maybe 5% of DAO funding was ok, everything else is waste and we would be better now using those funds in deep pools to be able to trade hive with size. 1M HBD/ Hive pool would be magic.
That "holding" (buffer) makes all the difference. Because even if we were to take a very drastic step to stop inflation inflows to DHF, it would only affect outflow gradually and after long time. Your proposition cuts the outflow abruptly.
How does "during stress" matter here? If you see DHF outflows as "stake lock being partially bypassed", then it is true whether "during stress" or not. But governance power approving liquid payouts is a feature, not a flaw.
Just to be clear, that is not my idea, in fact I oppose it, because it entails part of the bad consequences of your proposal. I mentioned it just to point out it was already discussed.
Dan already told you, but it did not seem to click with you, so I'm going to repeat. In DPos stake can approve anything and everything. It can dictate what the consensus is (through voting for witnesses that would activate hardfork that includes certain changes), so approving liquid treasury outflows is trivial in comparison. This is defining feature of DPoS governance, not a flaw. That is just how DPoS works. We wouldn't have DPoS if stake was not connected to decision making. And the reason for it is simple - those who hold the stake pay for everything proportionally to the stake they hold.
You also have it backwards. Under current rules DHF transfers out funds every hour no matter what stakeholders decide and the amount only depends on DHF balance. Stakeholders only direct those funds to selected proposals. It just happens that we have two proposals that return received funds back to treasury - the "spend it later" return proposal and "keep internal market alive"
hbdstabilizer(which should be several times bigger IMHO).Each source of new HBD serves different purpose in the protocol and is affected by different mechanisms, so whether it should be supressed or not and when depends on that. HBD for author rewards is suppressed because it has least impact on the Hive users while curbing the accumulation of new debt.
The difference is that even the small stake matters.
I don't know how you don't see that it is exactly the critical failure of your proposal. Under current rules when debt ratio is rising above 20%, the protocol reduces production of new debt where it least affects the function of the chain and alternatives are not feasible (users could start to downvote everyone that used default 50/50 reward split, but it should be clear why relying on it to reduce HBD production would not be a good idea). Other sources of HBD already have viable controls (return proposal for DHF, witness controlled APR for HBD interest) so the stake holders can collectively decide at any moment how much new HBD those sources produce. As the debt goes towards haircut level, HBD holders have more and more pressure to convert at least some of HBD to HIVE, thus reducing debt ratio. Even when chain hits haircut rule at 30%, the "default on debt" is only partial, everything still works, albeit the chain reputation suffers somewhat. Under your proposal DHF stops working at 20% instantly. No work can be funded, not even the one that could potentially change the situation. The chain becomes adrift with no initiative, waiting for market conditions to magically change for the better. I know people are used to work on Hive being funded from external sources or not at all, but if a company cut its spending on work to zero, it would also receive zero work, which is basically a total and instant bankruptcy. The cherry on top of the sad pie would be that
hbdstabilizerwould not get funding. Removal of important market maker would cripple internal market (this is also why paying DHF in HIVE would be a failure as well).By people holding HIVE. If you paid 5c and the price is still 5c then you only "paid" the tiny fraction related to how much inflation added. Those who keep liquid HIVE pay that for the ability to quickly react on market fluctuations. Those who stake their HIVE have their funds locked by the protocol, so they carry all the financial risk and ultimately pay for everything that needs paying on Hive. That is why they have the say in how Hive works and where to spend the money.

Hello everyone I hope you are all good and well today in this post is some of the evidence to prove my case
If you didn't know I've been getting downvoted for a long time on Hive
They have been trying to bully me with downvotes and words but it doesn't affect me I've been online for over 25 years
So I've dealt with people like this before it's nothing new
But what they are doing is bad Very badi joined steemit like everyone else thinking it offers freedom but I must say steemit offered much more freedom than Hive does
Everyone already knows I only post my own original content I have no need to steal anything from anyone
I've been labelled a lot of things on Hive 😂 by the biggest farmers scammers and downvoters
Actions speak louder than any words do especially when them words are coming from a compolsive liars

I think a clear public explanation may be more important than the final vote result itself.
I'm looking at this as an accountant, not from a crypto protocol angle.
To me it is simple. The total market cap of Hive plus HBD (based on Coin Gecko figures) is around $57 million, down from close to $200 million in 2021.
Excluding the HBD stabiliser, the DHF is currently funded to the tune of 2300 HBD per day (and was much higher).
That means that however the market cap changes due to HIVE price changes, we are draining $839,500 out of the value of the ecosystem every year. That's around 1.4%.
It may not sound like much, but it's cold hard cash. Unless the proposals it is paying are delivering fresh new market cap in the form of new Hivers buying tokens, it is not worth it. But most proposals have no business case, or a business case that is very woolly on the financial angle. I have seen very, very few indeed that create a revenue stream and offer to repay the investment.
Additionally, we are draining market cap out in the form of witness payments. That is necessary, because with no witness nodes then the claims of permanency disappear. If Hive shrinks, witnesses will give up so to a certain extent we have natural scaling. But again, it's cold hard cash being drained out, and for both witnesses and DHF proposals the vast majority is (understandably) extracted rather than re-invested.
So I support this proposal because at the rate we are losing market cap, things are not currently sustainable. It would be a shame if the awesome potential of Hive (which some people are continuing to develop without pulling DHF funds) was lost because a few people keep draining cash out rather than tightening their belts to match the reality.
The DHF should only fund core security work at this stage, anything else should be in the form of a securitised loan based on a very rigorously examined financial business case.
The Anatomy of a Delusion: On Lies, Ledgers, and the Inevitable Collapse
The Futility of the Lie
To keep lying when the truth has been laid bare is not merely arrogance; it is a profound detachment from reality.
We are no longer in an era where truth can be smothered by a well-funded narrative or a coordinated smear campaign. The truth has been exposed not by a solitary voice crying in the wilderness, but by a chorus of observers, investigators, and disillusioned creators. And this is not a truth built on whispers, rumors, or subjective opinions.
It is built on the cold, crystalline geometry of blockchain data.
Transactions do not lie. Hashes do not bend to public relations. The ledger is an unblinking eye, recording every delegated vote, every farmed reward, and every coordinated suppression with mathematical certainty. To look at this irrefutable data and still spin fictions is to declare war on reality itself. And reality always wins.
The Hollow Crown
Herein lies the great, tragic paradox of Hive: it possesses the technology of a revolution, yet it suffers from a catastrophic poverty of vision at its apex.
Hive has the engine, but the driver is blind.
The platform is being steered by a figure whose moral compass points to only two magnetic poles: money and power. It is a leadership defined not by stewardship, but by avarice. And orbiting this central figure is a constellation of top whales. They do not act as independent guardians of the ecosystem. Instead, they operate as willing accomplices in a grand, extractive ballet, aligning their interests with the throne to protect their own fiefdoms.
It is an oligarchy masquerading as a democracy. A court of kings pretending to be a community of peers.
The Mechanics of the Drain
Look closely at what this alliance actually does. They do not cultivate; they harvest.
The downvoting whales are not curators protecting the quality of the network; they are locusts stripping the field bare. They wield the downvote not as a tool of discernment, but as a weapon of suppression. They farm the reward pool with industrial efficiency, siphoning value upward while systematically driving genuine creators, artists, and thinkers to the exits.
They are burning the furniture to keep the house warm, entirely oblivious to the fact that they have already chased everyone else out into the cold.
The Inexorable Bleeding
If this trajectory remains unbroken, the outcome is not a matter of speculation. It is a matter of mathematics.
Hive will continue to lose users. It will continue to bleed value. The price of HIVE is not merely a random number on a chart; it is the aggregated, real-time reflection of market trust. And that trust is evaporating.
A token cannot hold its value when the community that gives it life is actively being exiled. A network cannot thrive when its most active participants are there only to extract, and its most creative participants are fleeing to safer harbors. The bleeding will continue. The price will keep dropping. The exodus will accelerate.
The Final Reckoning
You can keep lying. You can keep pretending that the data is misinterpreted, that the exodus is a myth, and that the centralization of power is merely "community governance."
But the blockchain remembers. The market corrects. And truth, though it may be delayed, is entirely undefeated.
Change the leadership. Break the cartel. Return the power to the people. Or watch the empire you built on sand quietly, inevitably, wash away.

The DHF and reward pool are separate funding mechanisms.
hbd_print_rate only affects reward distribution, not DHF funding.
A lot of debate is happening as if those systems are coupled when they are not.
