In part because they were voted the last day so nobody notice them.
I can see if hundreds or thousands of accounts are doing this. Going after all these little accounts is going to take a lot of curating and it will scare a lot of minnows who are buying votes and voting on themselves as well. There is going to be many innocents caught in this war and bot voting services won't be hurt and will keep on raking in the rewards....I am not smart enough to figure out the consequences...
